Organization and Staff
West Valley Sanitation District is governed by a five-member Board of directors, and staffed by 27 employees. The District staff is headed by the General Manager and organized into two divisions: Administration and Information Services Division, and Engineering and Operations Division.
General Manager
Robert R. Reid, our General Manager, is responsible for the overall management of the District and implementation of board policy. He reports directly to the Board of Directors.
Administration & Information Services

Additional activites performed by the division include issuance of sewer connection permits, response to customer inquiries, rate studies, commercial account analysis, mapping and information systems management.
Engineering & Operations
The Engineering and Operations Division is responsible for the overall management of the sanitary sewer system, including:

- Rehabilitation Projects
- Fleet Management
- Building & Grounds Maintenance
The division provides on-call service response to sewer line and service lateral stoppages 24 hours per day, 365 days per year. In addition, under agreements with the cities within the District, the District crews inspect and clean the cities' storm sewer systems.
The Engineering and Operations Division performs ongoing sewer inspection and basin analysis through its closed-circuit television inspection program. Approximately 250,000 lineal feet of sewer are inspected each year. The inspection and analysis of the sewer system is the basis for the district's sewer rehabilitation program. The Division also cleans in excess of 1,000,000 feet of sewer line each year and responds to approximately 430 service requests per year.
