The cost of operating and maintaining the wastewater collection system; and paying the District share of wastewater treatment and disposal, is financed by an array of fees and charges. In May 2018, the Board of Directors enacted an ordinance establishing the Sewer System Connection Fee and Treatment Plant Capacity Fee for fiscal years 2018-2019 through 2020-2021, and Sewer Service and Use Charge for fiscal years 2018-2019 through 2022-2023. The costs of these fees and charges, for this fiscal year, are outlined in the District’s “Fees and Charges Schedule” under Table 1.
Sewer System Connection Fee
The sewer system connection fee allows the District to recover the costs associated with the provision of wastewater collection lines in the District. The fee is payable at the time of a new discharge or a change in use of the discharge into the District wastewater collection system.
Treatment Plant Capacity Fee
The treatment plant capacity fee allows the District to recover its reasonable and actual costs of purchasing treatment capacity at the San José-Santa Clara Regional Wastewater Facility. The fee is payable at the time of a new discharge or a change in use of the discharge into the District wastewater collection system.
Sewer Service & Use Charge
The monthly Sewer Service & Use Charge rate is used for the acquisition, construction, reconstruction, maintenance, and operation of the District’s wastewater collection system. The annualized monthly Sewer Service & Use Charges are collected on the property tax bill under code "0890, WV Sewer Sani." This code will sometimes include a District financing payment that is not itemized. District staff can provide a breakdown upon request.
Hillside Zone Rate
The District has established a Hillside Zone rate, which funds sewer repairs within hillsides susceptible to land subsidence or erosion that put sewers at a higher risk of failure. The District collects a rate of $100 per year for every connected parcel in the hillside zone on the property tax bill under code "1004, WV Hillside Zone Sewer."
Administrative Fees
The District assesses administrative fees for serval different services and are outlined in the District’s “Fees and Charges Schedule” under Table 2.
