Connection Permits and Fees

 
The District established procedures for connecting to the sewer system, created a variety of permits to cover various circumstances, developed sewer financing programs and established requirements for contractors working within the District.

Sewer connection permits are required for:

  • Septic tank abandonment and connection to the main sewer line.
  • New home construction and connection to the main sewer line.
  • Construction of a secondary dwelling or building structure.
  • Remodeling of an existing dwelling under certain circumstances.
  • Demolition of an existing building and construction of a new building
  • Installation of a property line cleanout.
Sewer connection permits are required for septic tank abandonment, new homes, new secondary dwellings, some remodels, and connections to the main sewer line.

Procedure for Obtaining a Connection Permit

  1. Telephone West Valley Sanitation District at (408) 378-2407 for a site investigation.
  2. The site will be checked for a property line cleanout and backflow protection device requirements. This takes two business days.
  3. Once the site investigation is complete, the applicant will be notified of any requirements and fees, and then scheduled to apply for a sewer connection permit.

Connection Permit Fees

  • Connection Fee: The purpose of the sewer connection fee is to allow the district to recover the costs associated with the provision of collection lines in the district.
  • Sewer Service Advance: This fee is based on the monthly sewer service charge rate and is prorated to the next fiscal billing year.
  • Permit Fee: This includes permit processing, inspections and television inspection.
  • Capacity Fee: The capacity fee enables the district to recover its costs for purchase of treatment capacity in the regional San Jose/Santa Clara Water Pollution Control Plant.
  • Other Fees: An annexation fee if the property connecting to the sewer is not within the West Valley Sanitation District service boundaries; an encroachment permit if work is being performed within the public right of way.
Remodel of an existing dwelling and property line cleanout installation will require a permit fee. this includes permit processing, inspections and television inspection.
