Learn about property line cleanout process
What you need to know
The building sewer lateral must be cut at the property line of the private property, adjacent to the public right-of-way, to install a property line cleanout. The property line cleanout provides access for our maintenance crews to service the building lower sewer lateral during maintenance or during an emergency backup. Without this cleanout, the property owner is responsible all maintenance of the building lower sewer lateral, to the District’s sanitary sewer main.
Steps
Locate Property Line
Locate the property’s property line first to know where you need to excavate to cut the building sewer lateral and install the property line cleanout.
Email Photos of Permit Work to Initiate Inspection #1
Email to permits.inspection@westvalleysan.org work site address and the following photos of the permit work.
1) Overall photo showing the work area with the property building in the background;
2) Photo of SDR 26 used for cleanout piping and fittings;
3) Photo of the bedding material installed up to the middle of the sewer lateral;
4) Photo of enough bedding material on-site next to the trench to fill to top of the bend fitting;
5) Photo of pipe plug installed within the cleanout riser; and
6) If permit required, photo of installed device for wastewater backflow protection.
The District will inspect the permit work once the submitted information is complete and has been assessed.
District Performs On-Site Inspection #1
The District does not require the property owner/contractor to be present at the time of inspection #1. The point of contact will be notified of the results of the inspection.
Email Photos of Permit Work to Initiate Inspection #2
Email to permits.inspection@westvalleysan.org work site address and the following photos of the permit work.
1) Overall photo showing the work area with the property building in the background;
2) Photo of the cleanout surface box photo showing surface box installed at grade with lid labeled “Sewer;” and
3) Photo that shows 4-inch separation exists between top of cleanout surface box lid and top of cleanout riser plug.
The District will inspect the permit work once the submitted information is complete and has been assessed.
District Performs On-Site Inspection #2
The District does not require the property owner/contractor to be present at the time of inspection #2. The point of contact will be notified of the results of the inspection.
A CCTV inspection of the property line cleanout will be performed at the same time; and any joint offset, separation, and or reverse grade deemed severe in regards to maintaining the sewer lateral and preventing exfiltration/infiltration, will result in the property line cleanout being excavated and corrections being made.
Please note: Your local jurisdiction building/plumbing permit inspector is responsible to inspect your property line cleanout as well; and failure to do so may result in the property line cleanout to be excavated and exposed for visual inspection.
District Sends Final Notice
Once all inspections have been approved, a WVSD Permit Finalized Notice will be sent to the local jurisdiction stating that all District requirements have been met or the local jurisdiction building/permitting permit inspection card will be signed.
